
Empowering Energy Communities Across Europe
Welcome to the Community Energy Training Pack, a flagship initiative of the POWER-E-COM project, funded by the EU-LIFE program. This training pack is designed to empower local authorities, citizen groups, and stakeholders to take an active role in the European energy transition by building and growing energy communities across six participating countries: Austria, Bulgaria, Germany, Ireland, Slovenia, and Spain.
What Will You Learn?
The Community Energy Training Pack provides comprehensive resources to:
- Understand EU and National Policies: Gain insights into the legal and regulatory frameworks impacting energy communities.
- Build Strong Communities: Learn the principles of community development, project management, and stakeholder engagement.
- Master Energy Principles: Explore the fundamentals of energy systems, renewable energy technologies, and energy efficiency.
- Secure Funding: Develop skills in project finance, fundraising, and organizational structuring tailored to energy communities.
- Adapt and Replicate: Access adaptable training modules for different stages of energy community development.
Training Features
- 10 Comprehensive Modules: Topics include energy policies, community engagement, project finance, energy principles, and renewable technologies.
- Real-Life Applications: Practical experience with community consultations, feasibility studies, and regulatory compliance.
- Flexible Learning: Participate in interactive sessions, online or in person, with 8–12 hours of guided learning and an additional 10–20 hours of self-paced training.

Training Delivery Timeline
- Piloting Phase: From September to December 2024, training modules will be tailored and translated for local delivery.
- Implementation: Modules will be available for broader use post-piloting, hosted by partner organisations and local Energy Community Transformation Offices (ECTOs) in each participating country. These ECTOs will offer training sessions both in person and online.

By 2026, the POWER-E-COM project aims to train over 1,200 participants, fostering the creation and development of 45 energy communities, and making a significant contribution to Europe’s clean energy goals.
