A Citizen-Led Energy Revolution in the Heart of Europe
Imagine a Europe powered by its own citizens—that’s the vision behind energy communities. As part of the POWER-E-COM project, co-funded by the European Union under the LIFE Programme, Upper Austria stands out as a leading example of what’s possible when local actors come together for the energy transition. In collaboration with our project partner, the Energiesparverband Oberösterreich, this activity video showcases how more than 1,000 energy communities are transforming energy use in the region.
What Are Energy Communities?
Energy communities are associations of private individuals, companies, and institutions—organized in cooperatives or associations—who collectively generate and consume renewable energy. These communities are rooted in democratic governance, local ownership, and the shared goal of producing clean, affordable, and secure energy.
Upper Austria’s Impressive Numbers:
- Over 1,000 Energy Communities: These range from shared generation facilities to local and regional renewable energy cooperatives.
- More than 30,000 Members: Individuals and organizations that generate, share, and consume clean energy together.
- Thousands of Connection Points: For example, one community highlighted in the video has 830 members and 1,500 metering points.
Making Solar Power Social and Scalable
One of the most compelling examples from Upper Austria is a business owner with a large photovoltaic installation on their rooftop. Instead of keeping the energy to themselves, they chose to share it with employees—demonstrating how energy communities can strengthen workplaces and support energy justice, especially in times of rising energy prices.
A Blueprint for Europe
Austria—especially Upper Austria—offers optimal conditions for developing successful energy communities. With strong policy support, active citizen engagement, and practical examples already in operation, the region sets a powerful precedent for the rest of Europe.
The success of these communities proves that the energy transition doesn’t have to be top-down. When people come together with a shared purpose and the right tools, they can build a more resilient and sustainable energy system from the ground up.
